I’ve read that he had a change of heart after speaking to Van Gaal and phoned Victor to tell him after it was all agreed.

Probably a combination of both club and player having second thoughts. Gakpo was apparently advised not to change clubs ahead of the World Cup as he has guaranteed playing time at Eindhoven. That may explain why our Board seem to have decided to continue to work on the deal, with a view to getting agreement on a move in January.
